The purpose of this document is to establish technology priorities for the Reusable Launch Vehicle (RLV) Technology Development and Demonstration program.
This document provides information that should be used in the decision making process leading to funding.
It is also the intent of this document to provide information on how those priorities were determined - through a structured, traceable decision making process that draws on the diverse experience of industry and government representatives.
The priority list enclosed is by no means complete. As efforts are persued and they succeed or fail and as more technologies are evaluated the direction of tactical efforts may change. However, the direction of priorities that follow provides the greatest likelihood for strategic success.
